Manufacturers’ ability to address this issue has been hindered by the public perception that careers in manufacturing are undesirable and by insufficient preparatory education. Both of these problems stem from a lack of  understanding of present-day manufacturing environments, which are highly technical.

“The 2015 Workforce Innovation and Opportunities Act (WIAO)  was passed in a bipartisan effort by both the House and Senate, and signed into law by President Obama.  This legislation reauthorizes the Workforce Investment Act (WIA) for six years, beginning in 2015 through 2020.

The federal Workforce Innovation and Opportunities Act will consolidate programs, align performance measures and program administration, and restores the state “set-aside” for flexible spending on workforce training.  Fifteen training programs will be eliminated including WIA incentive grants, WIA Pilots and Demonstration Projects, and the Workforce Innovation Fund (WIF).  Youth and adult programs will use the same measures and will be combined into one plan.  The existing WIA structure is kept, including occupational training, adult basic education, literacy and English as a Second Language training, Wagner-Peyser; and Vocational Rehabilitation, and emphasizes training for at-risk youth. “
