This position will manage the Business Services section within the Workforce Division at Northwest Georgia Regional Commission. The Manager is responsible for developing programs and services that implement all business services components of the Workforce Innovation and Opportunity Act (WIOA) for the fifteen-county Northwest Georgia Region Workforce Development Area.


  • Identify, develop, and maintain new business opportunities for the Workforce Division within the Northwest Georgia Region.
  • Create partnerships with chambers of commerce, economic development authorities, trade associations, and state and federal agencies in economic and workforce development.
  • Plan, implement, and present workshops relevant to the Program, or industry business needs.
  • Assist in the design of Work-based learning opportunities with businesses and workers including: On-the-Job Training (OJT), apprenticeships, Incumbent Worker Training (IWT), customized training, workplace fundamentals, occupational skills training, and other work-based learning and training programs.
  • Develop training proposals and contracts in response to business requests/needs including OJT, IWT, and work experience training opportunities.
  • Provide Rapid Response services to businesses with large-scale and small layoffs to develop a coordinated response with the Technical College System of Georgia (TCSG) Office of Workforce Development for employees impacted by the layoffs.
  • Assist in developing proposals in support of the High Demand Sector Partnerships iWORKS initiatives; coordinate efforts to link businesses’ needs for skills gaps with training opportunities and potential employees in the industry sectors of advanced manufacturing, logistics/warehousing, and health care.
  • Assist in the supervision of staff as needed.
  • Assist the Workforce Division to provide compliance, oversight, contractual agreements, strategic direction, and staff development.
  • Perform other duties as assigned to support department and agency goals and objectives.


  • Knowledge of business development and economic development.
  • Knowledge of the Workforce Innovation and Innovation Act (WIOA).
  • Knowledge of the state and local economy, business trends, and understanding of economic indicators.
  • Proficient with Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).
  • Skill in professional presentations and group facilitation.
  • Skills in oral and written communication.
  • Ability to develop and understand business and marketing plans and prepare various reports.
  • Ability to assess training needs, as well as to develop, implement, market, and evaluate programs and services.
  • Ability to work with an interdisciplinary team and supervise staff.
  • Ability to create new relationships with businesses, foster existing relationships, and identify opportunities for new partnerships, particularly related to creating work-based experience opportunities (i. e., on-the-job training, apprenticeships, and incumbent worker training).
  • Competent in public speaking, meeting with top officials (including business executives and elected officials) and representing the Workforce Division in a variety of settings.

PREFERRED QUALIFICATIONS (equivalent combination acceptable):

  • Bachelor’s degree
  • Two (2) years’ experience in a related field
  • Valid driver’s license and transportation, as needed.


Starting salary is negotiable.
