REQUEST FOR QUALIFICIATIONS
For Procurement and Implementation of U.S. EPA Brownfield Assessment Grant
RFQ Due Date: October 4, 2024 by 3:00 pm
The Northwest Georgia Regional Commission (NWGRC), Rome, Georgia, is seeking a qualified environmental consulting firm to provide grant application assistance, project management, environmental inventory and assessment, and public information and outreach services related to a United States Environmental Protection Agency (U.S. EPA) Brownfield Assessment Grant.
The purpose of this notice is to announce the Request for Qualifications (RFQ) to seek a qualified firm to assist in USEPA brownfield assessment grant application preparation and implementation of the successful grant award to NWGRC.
The RFQ describes the required Scope of Services, the minimum information that must be included in the proposal, and the evaluation and selection process. The solicitation, receipt, and evaluation of consultants and the selection of the provider of brownfield assessment grant services will correspond to the following schedule:

Responses to Brownfields RFQ Questions Received
Q: Will this be for FY2025? If so, has the commission approved the draft grant application?
A: This is for the FY2025 USEPA Brownfields Assessment grant. The draft grant application has not been approved; any needed actions would occur at the October NWGRC Council meeting.
Q: Have any target areas and/or priority sites been identified?
A: No; the identification of target areas and/or priority sites will be part of the assistance provided by the selected consultant.
Q: The criteria listed in (a) through (i) appear to focus more on the experience and capabilities of the firm rather than the key personnel. The previous section, “Management Outline and Project Approach,” already requests a list of key personnel and their relevant expertise. Could you clarify whether the intent is to highlight the firm’s experience in section A, or if it’s meant to reflect the qualifications of individual key personnel?
A: The criteria refer to both the firm’s experience and capabilities and to those of key staff and project managers who would be involved in the project.
